The Reserve Bank said it will meet with PayPal to seek to end PayPal's no-surcharge, no steerage rules. The bank has also noted that it has received substantial correspondence regarding eBay's mandating of PayPal as a compulsory service that must be offered by sellers. The Reserve banks says interchange fees will fall to zero in March next year. The fees that banks charge each other to accept and process card payments are due to fall to zero next year under reforms to open up competition in the payments industry and bring down fees now being implemented by the Reserve Bank. The RBA said all necessary technical work is on track to meet the 3 March 2009 deadline, although the formal arrangements with banks under which interchange fees are to be set to zero have not yet been agreed.
